CSIP Goals/Objectives/Strategies/Action Steps Summary

  1. Goal: Student Performance
    1. Objective: The district students identified with having an IEP will meet the annual performance target in Communication Arts and Math and Science.
      1. Strategy: Increase academic achievement for IEP students by 15% in Communication Arts and Mathematics and Science.
        1. Action Step: Researched based instruction strategies will be provided to IEP students in the areas of Communication Arts and Mathematics and Science.
        2. Action Step: Individual Education Plan goals will be written in standards based (GLE/EOC) terms. These goals will be measurable and monitored closely for progress on a quarterly basis for all IEP students.
      2. Strategy: Provide professional development for special education teachers that focus on meeting the diverse needs of their students in order for them to perform well on MAP.
        1. Action Step: Provide technology and instructional resources for general education teachers to improve instruction to IEP students in regular education setting full time.
        2. Action Step: Special education teachers will be provided training on the Co-teaching model. Schedules will be developed at the building level to support this model.
    2. Objective: All general education students will meet the annual performance target in Communication Arts, Math, and Science.
      1. Strategy: The Windsor C-1 School District will continually revise curriculum in order to provide for all students challenging instruction in preparation for post-secondary education or career education.
        1. Action Step: Curriculum guides will be revised on an annual basis as needed.
        2. Action Step: The guidance counseling curriculum will comply with the state model guidance plan and include a procedural guidance plan that includes a process for evaluations and modifications.
        3. Action Step: The district will collaborate with business and community leaders to identify skills needed to be implemented into the curriculum.
      2. Strategy: The district will utilize research-based instructional strategies to address different learning styles and depths of learning.
        1. Action Step: The district will provide professional development opportunities and funding to general education teachers that enhance instruction for the many types of learners.
        2. Action Step: Summative assessments will be written according to curriculum guidelines and evaluated annually to determine the depth of learning in the specified content area.
      3. Strategy: The district will develop a Personalized Learning Plan for students not meeting academic expectations.
        1. Action Step: The district will train teachers on how to write Personalized Learning Plans.
        2. Action Step: The district will communicate with parents of students with Personalized Learning Plans on a bi-weekly basis.
    3. Objective: All attendance centers in the district will exceed the state recommended goal of 95%, to 96% for daily student attendance.
      1. Strategy: Increase attendance accountability at all attendance centers in the district.
        1. Action Step: The district will work on implementing an automated phone call system to increase efficiency in accurate record keeping.
        2. Action Step: The truancy court will be expanded to include the Middle School.
        3. Action Step: Attendance and high school course credit will be directly related to one another.
      2. Strategy: The buildings will implement attendance base incentives throughout all levels (K-12).
        1. Action Step: The district will work on implementing incentive days that will accommodate the wellness program while rewarding students in high attendance.
        2. Action Step: The Renaissance program will be reviewed and revamped to support the incentive programs at the Middle and High school levels.
        3. Action Step: Allow the students the opportunity to play an active role in decision making of exciting incentive options to be voted on by their peers.
    4. Objective: Thirty percent of graduates taking the ACT will score at or above the national average.
      1. Strategy: The district will incorporate the ACT standards within the high school curricular areas.
        1. Action Step: Identify students who will be taking the ACT test while they are in the freshmen and sophomore years.
        2. Action Step: Write summative assessments using an ACT format that is multiple choice and focuses on process.
        3. Action Step: Provide an ACT preparatory course while students are in their junior year.
    5. Objective: The district graduation rate will stay above the state average.
      1. Strategy: The district will continue and expand alternate education programs for students.
        1. Action Step: The district will continue the Missouri Options Program.
        2. Action Step: An alternative education program for high school students will be continued and expanded to help those students having difficulty in the regular education setting using both traditional and electronic instruction.
        3. Action Step: Credit recovery programs will be continued and expanded, as needed using both traditional and electronic instructional delivery.
      2. Strategy: The Response to Intervention model will be used to set up a pyramid of interventions for students at risk of not graduating.
        1. Action Step: Student Intervention Teams will be utilized to address student individual educational issues.
        2. Action Step: Established responses to interventions will be utilized and revised as needed to make sure all students progress toward graduation.
    6. Objective: All district students will read at grade level.
      1. Strategy: Students who are not reading at grade level will receive additional instructional reading interventions in the areas identified in need of assistance.
        1. Action Step: Time will be built in daily schedules for remediation strategies to be implemented.
      2. Strategy: All district students reading at or above grade level will receive additional enrichment reading strategies.
        1. Action Step: Time will be built in daily schedules for enrichment strategies to be implemented.
  2. Goal: Highly Qualified Staff
    1. Objective: The district will attract, mentor and retain highly qualified staff through coordinated efforts of the Administration.
      1. Strategy: The district will attract highly qualified staff that aligns with district beliefs by developing a comprehensive marketing plan that promotes the district.
        1. Action Step: The district will participate in job fairs, advertise on MOREAP, update district website.
        2. Action Step: The district will evaluate certified guest teacher candidates when considering permanent employment.
        3. Action Step: The district will encourage recommendations from current staff regarding certified employment.
        4. Action Step: The district will revise current pamphlet and create a DVD to promote the district.
        5. Action Step: The district will work with universities to let them know what Windsor desires in a teacher candidate.
      2. Strategy: The district will support 100% of its staff through professional development opportunities.
        1. Action Step: The district will continue a formal professional development mentor/mentee program assessed by the building coordinator in each school on a monthly basis, coordinated by the district mentor coordinator.
        2. Action Step: Building principals will evaluate all new staff with a formal observation during the first month of school.
        3. Action Step: Individual Professional Development Plans will continue to be a valuable part of the mentoring and tenure programs, allowing tuition reimbursement for advanced degrees, attendance at workshops and field trips to other schools for programs/curriculum ideas.
        4. Action Step: The district will continue with appropriate training given for all new programs, with follow up training scheduled as needed by faculties or individuals.
        5. Action Step: Formal training for guest teacher will be provided before they begin to sub in buildings. Follow up with guest teachers will be done on a consistent basis.
      3. Strategy: The district will retain highly qualified staff that possess the knowledge, character and skills that align with district beliefs by staying competitive with salaries, class sizes, technology, professional career goals, and staff recognition.
        1. Action Step: The district will strive to raise starting, middle, and top salary schedules to be competitive with neighboring Jefferson County School Districts and south St. Louis County School Districts.
        2. Action Step: The district will continue to have class sizes at or below DESE’s desirable limits (As funding allows).
        3. Action Step: The district will continue to respond to the technology needs of the teachers.
        4. Action Step: The district will continue to offer career advancement/opportunities to staff for department leaders, PDC representation, curriculum coaches, assistant principals, principals, and Central Office positions.
        5. Action Step: The district will continue public recognition ceremonies such as for “above and beyond” awards, years of service recognition, from district, school, parents, and students
        6. Action Step: The district will use performance-based evaluations on all employees to assess growth towards district goals.
      4. Strategy: 100% of district employees will indicate they are engaged and satisfied with job and work environment.
        1. Action Step: All district staff members will participate in an annual engagement/satisfaction survey.
        2. Action Step: Retention data will be analyzed to compare to survey results.
  3. Goal: Facilities, Support, and Instructional Resources
    1. Objective: Student performance will improve by adding technological resources. As funding allows.
      1. Strategy: Enhanced technological resources will be added to meet instructional needs at all buildings.
        1. Action Step: Expanded mobile labs will be added to support grade levels 3 thru 12.
        2. Action Step: Interactive white boards and projectors will be added to all district buildings.
    2. Objective: Health services will continue to provide a healthy and safe environment that allows students and staff to succeed.
      1. Strategy: The health services of the district will provide direct health services and will promote the health of student through prevention, early intervention and treatment of specific health needs.
        1. Action Step: The district will continue to promote wellness by improving school lunch program that encourages healthy choices.
        2. Action Step: To improve physical activity through the districts physical education programs in all grade levels.
        3. Action Step: To provide after school programs that enhance and encourage physical fitness and healthy education.
        4. Action Step: The district will continue to provide professional development opportunities for staff in CPR and first aid training.
        5. Action Step: The district will provide more professional development opportunities for health services staff.
        6. Action Step: The district will provide adequate space to provide necessary health care services.
    3. Objective: All district facilities will be improved and maintained to adequately provide for all students and staff. As funding allows
      1. Strategy: Improvements will be made to all campuses in the district to meet each buildings individual need.
        1. Action Step: Property around district buildings will be acquired when available.
        2. Action Step: Remove old buildings at the Intermediate Center, add new classrooms and address resurfacing of parking lot and driveways.
        3. Action Step: Expansion of the athletic fields at Freer Elementary is needed and will include water, sewer, electric, fencing, mobile bleachers, lighting and resurfacing of all asphalt areas.
        4. Action Step: Windsor High School needs the library expanded, additional classrooms, roof repairs, improvements to track and football field, and resurfacing of parking lots and driveways.
        5. Action Step: Windsor Middle School needs additional classrooms, renovation of building restrooms, and resurfacing of back parking lot.
        6. Action Step: Develop a Matrix to evaluate current facilities.
      2. Strategy: Develop individual building plans to address facilities.
        1. Action Step: Identify items that will require major expenditures on an annual or a one-time expense.
    4. Objective: The district will maintain high quality financial management that exceeds state standards, fulfills independent reviews, and meets community expectations.
      1. Strategy: The district will build the budget reserves to 15% or higher.
        1. Action Step: The superintendent will present a monthly detailed report of expenditures and revenues.
      2. Strategy: District funds will be allocated to support instructional needs of the students and staff.
      3. Strategy: District funds will be allocated to meet technology needs.
  4. Goal: Parent and Community Involvement
    1. Objective: To identify the needs of the parents and community members in regards to the school district.
      1. Strategy: Parents and community members will participate in a survey that will help the district know the needs of these groups.
        1. Action Step: The district will create a survey to administer to stakeholders.
        2. Action Step: Use data from administered survey to provide parents and community members what is needed both at the district and building levels.
    2. Objective: To provide a structure for parents to receive support for specific areas of need.
      1. Strategy: Provide parents support groups, which will include a parent liaison to help connect home and school.
        1. Action Step: Individual buildings will create one or more parent support groups made up of school staff and a parent liaison.
        2. Action Step: Parent support group meeting will be held throughout the school year.
        3. Action Step: The parent liaison will help the school to build relationships with parents that are not normally involved.
    3. Objective: The district will honor community members who exhibit good character.
      1. Strategy: The district will create a community member of the month program.
        1. Action Step: Individual buildings in the district will select one or more community members monthly that exhibit the character education traits of the districts program.
        2. Action Step: Each building will implement the program as most appropriate for each building.
    4. Objective: The district will provide opportunities for students, parents and community members to participate in activities and/or training outside the regular school day.
      1. Strategy: The district will create student and adult programs/training opportunities.
        1. Action Step: The district will provide programs and/or training for adults led by district staff or community members.
        2. Action Step: The district will conduct interactive meeting with parents/community to address understanding of curriculum, instruction, and assessment goals and outcomes.
  5. Goal: Governance
    1. Objective: Ensure staff, students and parents feel safe at school.
      1. Strategy: Develop code of conduct for student behavior, consequences, and discipline procedures to ensure safety of students.
        1. Action Step: Form a committee to review current discipline policies and develop more consistency between schools.
        2. Action Step: Building administrators will identify and report safety concerns within their individual buildings.
        3. Action Step: All staff will be trained in the proper use of safety procedures.
        4. Action Step: The district will train staff in implementing PBS in grades K-12.
        5. Action Step: The district will continue to implement character education into its curriculum on a daily basis.
    2. Objective: The district will establish consistent leadership to carry out the mission and vision.
      1. Strategy: All certified staff will be in compliance with MSIP guidelines.
        1. Action Step: All administrator/student ratios will be in compliance with MSIP ratios.
        2. Action Step: The district will hire fully certified administrators and staff.
        3. Action Step: All certified staff will work toward earning advanced degrees.
    3. Objective: The district will provide better communication between the BOE, administration, staff and community.
      1. Strategy: The district will provide opportunities for all stakeholders to be actively involved in the programming and education of all students in the district.
